The redevelopment is the result of a partnership between city, state, and private enterprises including the City of Dubuque, Dubuque Area Chamber of Commerce, Dubuque County, Dubuque County Historical Society, State of Iowa Vision Iowa Fund, and Platinum Hospitality Group.
